Cultural Heritage Management Plan

A Cultural Heritage Management Plan is an approval prepared under the Aboriginal Heritage Act 2006 which allows for the protection and management of Aboriginal cultural heritage and Aboriginal intangible heritage in Victoria. They are most frequently prepared as a mandatory requirement and need to be approved before other permits can be issued.

What is a Cultural Heritage Management Plan?
A Cultural Heritage Management Plan (CHMP) is a formal report used in the planning process that investigates the Aboriginal cultural heritage values of an activity area and outlines how these values are to be managed during a proposed project. It includes a variety of activities, including desktop assessment, field surveys (standard assessment), and complex assessments like archaeological excavations. It also requires ongoing consultation and formal meetings with Registered Aboriginal Parties (RAPs) to guarantee transparency, respect, and collaboration.
Who needs a Cultural Heritage Management Plan?
CHMPs are mandated when there is an intersection between a mapped area of cultural heritage sensitivity and a proposed project that is defined as a high-impact activity. In this case, a CHMP must be completed before further approvals from the local council or state agency can be issued. Approval is just the first step. A poorly considered Cultural Heritage Management Plan can lead to costly and time-consuming issues later.
